Cognitive Objects - Learning Outcomes

Upon successful completion of the Program students are expected to be able to:

  • know the organizational structure of all kinds of organizations in the Public Sector and the rules and principles on the basis of which they are regulated, as well as to connect the organizational and institutional dimension in a balanced and harmonious way.
  • utilize whatever can be used in the field of Private Sector Administration and is in line with the peculiarity of Public Organizations (New Public Management).
  • use modern methods of management and decision making with the use of information systems and technology in general.
  • have a thorough knowledge of Public Sector finances, in order to use the procedures and methods of Financial Organization and Management, as well as sufficient knowledge of Public Finance.
  • refer to the European dimension: to the possibilities offered by EU membership and the application of the rules, principles and procedures applied in the European context as well as those relating to European Public Administration.
  • distinguish from an organizational and institutional point of view, on the one hand between central and decentralized administration and legal entities under public law and on the other hand organizations based on institutional standards of private law and private economic organization, ie in particular Public Enterprises and private legal entities.
  • compare institutions, implemented by National Administrations of other advanced countries and draw models for implementation, after their appropriate adaptation.
  • distinguish the categories and types of employment relationships found in the Public Sector that are a prerequisite for any position handling management.
  • use quantitative methods and statistics for decision making.
  • utilize the lessons of the subject of organizational behavior, as well as the special ethics applied in the Public Sector.
  • apply the modern communication methods for the promotion of the work of the Public Sector and the development of its activities.
  • use the quality standards that are established, depending on whether they are goods or services.
  • evaluate the results, using appropriate evaluation methods, of the selected actions on the basis of economy and efficiency and without neglecting the need to apply the principle of legality and the public interest.
  • choose the implementation of an appropriate strategy per case, by applying the appropriate strategic methods.
  • manage effectively and with the assistance of quality terms and conditions any small or large scale projects.
  • compose small or large-scale reform plans for the change of small or wider sectors of the Public Administration.
  • form, by connecting many sub-elements, in general scope and synthesis processes, i.e in the formulation of more general policies on individual issues.
  • connect and compose creatively and fruitfully the efficiency with the public interest and the public benefit, in the exercise of any policy and action.
  • Overall, after the successful completion of the Program, students will acquire the necessary cognitive infrastructure for the organization, the reorganization and modernization of the Public Sector and the treatment of its chronic pathogens, as well as in particular to meet the professional requirements imposed on them, in a complex and globalized environment. With the essential qualifications they will acquire, they will be the future leaders in the area of the Public Sector.
